Program features
The Public Performance Measurement Certification Program builds knowledge, skills, and leadership in the management of government and non-profit organizations through a curriculum of core modules that cover: trust and citizen engagement, evaluation and budgeting, managerial behavior and decision making, management skills and techniques and e-governance and accountability. Students earn a professional Certification in Public Performance Measurement upon completion of 5 online classes, which also qualify as Continuing Education Units (CEUs).
Students have two options:
- GRADUATE PROGRAM CREDIT HOURS are now also available. The School of Public Affairs and Administration at Rutgers University-Newark is offering two online courses (3 credits each). Additional Graduate Credit courses will be offered to complete the certification. Students may earn up to 12 credit hours. Rutgers University matriculating students may register through normal channels. Non-matriculating students may also register through the University; outof state tuition will apply if you are not a New Jersey resident.
- Non-degree credit certification is available for all students through registration directly on this site. All non-credit bearing courses are offered at a fee of $300 per course, and require the completion of 5 courses for full certification.

- distance learning formats. Courses provide the convenience of at-home learning, including Internet seminars via the World Wide Web, online discussion forums, electronic access to most reading materials and online submission of assignments.

Classes emphasize case studies and the application of knowledge to decision making in everyday practice, so you'll be able to apply what you learn to your own work situations.
- a widely respected program. Rutgers, The State University of New Jersey – Newark Campus is recognized worldwide for its National Center for Public Performance. The School of Public Affairs and Administration at Rutgers-Newark is a nationally ranked program and respected center of research and teaching. The Public Performance Measurement Certificate Program, offered since 2003, builds on the National Center for Public Performance’s experience as well as the expertise of course developers and Rutgers-Newark faculty.
- choice of self-paced track. The self-paced track approach allows you to start the program at any time and complete the courses at your own pace. You can elect to take classes on a needed basis by which your schedule and professional development require the learning.

Your questions and coursework receive personalized attention from an experienced faculty member who provides consultation and feedback throughout your work in the program.

Our website includes areas devoted to references and resources, published case studies, and orientation materials. With registration, every student also becomes a member of the National Center for Public Performance and an subscription to the Academic Journal: Public Productivity and Management Review (PPMR), The PPMR is a widely respected international journal that offers useful insights managers at all levels and functions of government. The research and writing featured is at the forefront of Performance Management in the public sector.
- peer networking. the self-paced and collaborative nature of the class structure provide for peer interaction and group networking opportunities through electronic mail and web discussion forums.
- evaluation. The knowledge and skills you develop in the Certificate Program are evaluated through projects, reports, and online activities reviewed by your instructors who will provide regular consultation and feedback.
The Public Performance Measurement Certificate program is offered by the National Center for Public Performance at the School of Public Affairs and Administration, Rutgers – the State University of New Jersey – Newark campus and the Public Performance Measurement and Reporting Network.
