404:10C: BDM 404: Performance Measurement and Evaluation for Managed Business Districts
Based on the New Jersey Managed Districts Association (NJMDA) Business Districts Management Professional Certification Project
Syllabus:
This on-line learning module presents an opportunity for practioners and students to learn how to identify, develop, and apply methods of performance measurement particular to managed business districts and public-private partnerships. This includes examining issues of Quality of Life (QOL), Return on Investment (ROI), and Organization and Management Capability (OMC) measurements, collecting data, particularly for surveys; as well as interpreting and presenting that data to stakeholders of the managed business district.

Overview of the Course:
In this Module, we will examine how to test and measure the public-private partnership associated with managed business districts.


As managed business districts become more and more a preferred method of downtown and community development, as they impact local and regional markets, and has they affect government, a better understanding of their role, best practices, and accountability will be required.


This Module may be the most important Module of the BDMCP course. The dearth of information on the success and failure of managed districts is remarkable considering the number of managed business districts and the public funds they employ, and are accountable for. The mission of this Module is to discuss, determine and construct performance measures that evaluate the success of the public-private partnerships represented by managed business districts and especially business improvement districts. On the public side, we need to have measurements that evaluate quality of life (QOL) issues. On the private side, we need to have measurements that evaluate the community's return on investment (ROI). On the hybrid side, we need to have measurements that evaluate organizational and management capability (OMC).
Course Objectives:
This course aims to provide an opportunity for students to:
  1. Increase knowledge about performance management and surveys of: a) business and property owners in the MBD b) residents in the MBD c. consumers and visitors of the MBD
  2. Learn how to design an effective instrument and how to develop a good research plan.
  3. Learn how to reach citizens and to increase response rates.
  4. Understand how a focus group operates as well as the nature of information that it can deliver.
  5. Review public and private sector processes and current practices of collecting and reporting data by a variety of methods.
  6. Be familiar with how to make sense of data collected and how to communicate it to district management, business and property owners, and municipal authorities and to the general citizenry.
Outcome:
Students are expected to be able to:
  1. Consider how measurement transform your organization.
  2. Understand performance measurement and evaluation technology in the professionalism of business district management.
  3. Understand the importance of stakeholder surveys in measuring MBD performance.
  4. Comprehend the systemic factors that influence the effectiveness and utility of stakeholder surveys as well as other methods of data collection.
  5. Understand the complexities of focus groups and appreciate instances in which the use of focus groups is appropriate.
  6. Discover trends of MBDs and the customizing of sub-local managing and governing accomplishments.
